Is the sudden emergence of environmental policy (endangered species act, clean air/clean water acts etc in the 70's) as a product of the end of the environmental movement too broad for a thesis topic? Should it be more centered around a particular sociological idea about governmental policy emergence?

Too broad. You can touch on related subjects certainly, but restrain yourself in scope and cover the topic in greater depth instead.

i guess, if you choose the environmental issues, your right it would be too broad and if you choose government policy then its also broad. This is just a suggestion, as a sociologist, i would suggest you to take the topic about the "Effectiveness of Social Delivery of the Social and Welfare Development program". I'm sure you'll hit the biggest impact in the side of this major yet unnoticed department.
