Slavery was a custom in the US and the Carribean before the Civil War. Many Africans were brought in through the Caribbean Islands. African slaves weren't taken to Mexico.

I am just answering based on my general knowledge and reading. I would say the answer is directly related to the slave trade. The caribean was a major slave market in the 17 and 1800's because of the sugarcane business and the US was a major slave market because of the tobacco business as well as for other purposes because much of the populace could afford them. I would imagine neither of these products was prevalent in Mexico and the income level of the general populace was probably lower.
